Pallet size takes into account the maximum size what soldering machine can take and the maximum size of the PCB needs to be soldered.

Most cases the pallet is only adjustable on one axis which makes it easier to use.

Sometimes it’s necessary to be able to set on X and Y axis as well (click on picture for bigger). As seen on the picture it’s also possible to use a pusher system (more can be added, this is just an example).
